You have your voucher, you have found a home you like, and now comes the step that worries many renters: the inspection. The good news is that the Housing Quality Standards (HQS) inspection is predictable. Knowing what the inspector looks for, and how the paperwork flows, can save you weeks of delay. This guide explains the process for voucher holders in San Antonio and the checklist items that matter most.

How the Section 8 Process Works in San Antonio
The San Antonio Housing Authority, now operating as Opportunity Home San Antonio, outlines the landlord and tenant steps on its landlord resources page. In plain terms:
- The landlord agrees to participate before you negotiate a lease, and the rent must be reasonable compared with similar units in the area.
- A joint walk-through is done by the landlord and tenant to record the unit’s current condition.
- The landlord submits the electronic RTA packet: the Request for Tenancy Approval, Tenancy Addendum, Owner’s Certification, lead-based paint disclosure and a management agreement if applicable.
- The unit is inspected within 5 to 10 business days after the RTA is approved, and must meet HQS.
- The lease is approved and a HAP contract is signed. You can move in once the unit passes and your current lease has expired.

The HQS Inspection Checklist: What Inspectors Typically Look For
HQS is a federal standard, and the housing authority’s inspector makes the final call on each home. These are the areas that most often decide a pass or a fail:
- Smoke detectors: working and properly placed.
- Heating and hot water: a safe, working heating source and hot water at the sinks and shower.
- Electrical: working outlets and switches, cover plates in place, no exposed wiring.
- Plumbing: no active leaks, toilets flush, sinks and tubs drain.
- Kitchen: working stove burners and oven, a working refrigerator and a usable sink.
- Windows and doors: windows open and lock, no broken glass, exterior doors lock securely.
- Walls, floors and ceilings: no large holes, tripping hazards or water damage.
- Paint: no peeling or chipping paint, especially in homes built before 1978.
- Exterior and safety: secure steps and railings, a roof that does not leak and no pest infestation.

5 Tips to Get Through Inspection Faster
- Do your own walk-through. Test the stove, faucets, lights and windows, and photograph anything that looks off.
- Report issues in writing. Email the landlord so repairs are documented.
- Choose a recently renovated home. New flooring, fresh paint, updated light fixtures and new appliances remove many common fail points.
- Return paperwork quickly. A missing form can delay the RTA, which delays the inspection.
- Keep your caseworker in the loop. Call the housing authority at 210-477-6033 for status questions.

Frequently Asked Questions
How long does the Section 8 inspection take in San Antonio?
According to the housing authority, once a Request for Tenancy Approval (RTA) is approved, the unit is inspected within 5 to 10 business days. Timing can vary, so ask your caseworker for the latest estimate.
What happens if the home fails the HQS inspection?
The inspector lists the items that need correction. The landlord typically completes the repairs and asks for a re-inspection. The lease and Housing Assistance Payments (HAP) contract are not approved until the unit passes.
Can I move in before the unit passes inspection?
No. The housing authority states the family may move in once the unit has passed inspection and the family’s current lease has expired.
Does HONR Capital accept Section 8 vouchers?
Yes. HONR Capital welcomes Housing Choice Voucher holders across San Antonio, New Braunfels, Converse, Pleasanton and Taylor. Ask about voucher-approved move-in on any listing.
Who pays the landlord under the Housing Choice Voucher program?
The housing authority pays its share of the rent directly to the landlord through the HAP contract, and the tenant pays the remaining portion starting on the effective date of the lease and contract.
